About the Course
The Quality Framework is a research-based continuous improvement tool and process designed by charter leaders to help public charter schools assess quality and improve academic, financial, and operational effectiveness. The Quality Framework process helps schools assess various elements and indicators across ten key systems: Student Success; Mission, Vision, and Values; Leadership; Learning; Safety and Support; Staff; Stakeholder; Data Driven; Public Accountability; and Fiscal Management.
The goal of the Quality Framework is to help schools move beyond their current levels of success in each system by helping school leaders recognize their strengths and focus on areas where the school can be better. This process is a great process to assist with the Needs assessment and the district/campus improvement plans. By the completion of this session, the participant will understand the Quality Framework structure, ten systems and the steps to completing and analyzing the data for your charter. This session will review the Quality Framework, process, team and expected outcome of the annual quality review.

|Kelly, Laura Quality Framework|
As the Director of Quality, Laura Kelly oversees the Quality Framework tools used by TCSA’s member schools to increase educational and operational performance. Previously, Laura led the charter school quality, educational productivity, and organizational effectiveness efforts for the Institute for Public School Initiatives at The University of Texas at Austin (IPSI). Ms. Kelly spearheaded the Institute’s conversion from a bureaucratic, paper-laden department into a telecommuting, paperless, learning organization. Formerly in the private sector, she has worked in education reform for the last seven years and specializes in organizational effectiveness and school quality. Ms. Kelly graduated with highest honors from St. Edward’s University with a Bachelors of Arts in Business Administration.
